For volume issues with AirPods in Android devices, you need to adjust two things ... 1) In DEVELOPER OPTIONS (Google how to do it for your device ) disable ABSOLUTE VOLUME
You may also have to do this as well: 2) Go to SOUNDS AND VIBRATION (and EARPHONE MODE on some devices) and enable BLUETOOTH ABOLUTE VOLUME What this does is make it so the device itself syncs the volume with the AirPods instead of it maintaining the baseline volume (half volume) and only adjusting the volume from there ... It then lets the device itself control ALL of the volume for the full range instead of from only the baseline and below.
